A list of foreign individuals whose public statements may potentially be used in the interests of the Russian Federation
This analytical review by analysts of the OSINT agency Molfar contains information about public statements or actions of certain foreign individuals that, in the analysts’ view, may be interpreted as resonant with or similar to the narratives used in the official rhetoric of the Russian Federation.

Nonetheless, regardless of intent, such statements can, in certain instances, reinforce fact-contradicting narratives and affect trust in democratic institutions.
The list includes public figures from various countries whose statements may have significant informational impact. Molfar emphasizes the importance of an analytical approach to assessing information risks in the international environment and of building societal resilience against manipulation and disinformation.
Molfar stresses that the experts’ analysis and the information in this list do not constitute final conclusions or legal qualification. Inclusion in the list is not an accusation of actions harmful to Ukraine’s security but merely draws attention to certain statements or actions that could hypothetically be used by the Russian Federation to propagate its narratives.
